The Himachal Pradesh Urban Local Body, on September 10, 2026 issued the Door-to-Door Garbage Collection & Disposal Bye-laws, 2026, under Sections 102 and 202 of the Himachal Pradesh Municipal Act, 1994 and in exercise of powers under Sections 202 and 217 of the Himachal Pradesh Municipal Act, 1994. The Bye-laws establish a municipal solid waste management framework for Dehra Municipal Council and incorporate requirements relating to segregation, collection, transportation, processing, disposal and stakeholder responsibilities.
The Bye-laws require four-stream segregation at source into wet, dry, sanitary and special-care waste, with prescribed colour-coded bins. Door-to-door collection is to be undertaken from households, shops and other establishments, while bulk waste generators have additional responsibilities including registration, processing or authorised disposal of waste and compliance with Extended Producer Responsibility requirements. The Bye-laws also prescribe monthly user charges for different categories of establishments, including residential households, commercial establishments, offices, banks, schools, hospitals, restaurants, hotels and other businesses; the detailed rate schedule is provided on pages 5–6 of the Bye-laws.
The framework further provides for secondary storage and transportation arrangements, online registration and reporting, waste processing and disposal requirements, Ward Sanitation Committees, and responsibilities of waste generators and the Municipal Council. Non-compliance may attract prescribed daily/monthly penalties, with the penalty schedule covering activities such as littering, improper dumping, non-segregation, obstruction of waste collection and failure of bulk waste generators to comply with registration/processing requirements. The Bye-laws also contain repeal and saving provisions and empower the Municipal Council to amend them in conformity with applicable State Government, CPCB or National Green Tribunal requirements.
